On July 15, 2026, local time, the *White Paper on Civil Society Forces Driving the UN 2030 Sustainable Development Goals — Five Elements in Symbiosis: Shared Prosperity for All* (hereinafter referred to as the *White Paper*) was officially released globally at the official sub-forum of the 2026 UN High-level Political Forum on Sustainable Development (HLPF) held at UN Headquarters in New York. It drew widespread attention from international political, academic, and philanthropic circles. Compiled by Zhang Qihua, Chairman of the Global Sustainable Development Alliance Foundation, this official document innovatively integrates the traditional Chinese philosophy of Five Elements symbiosis with the 17 UN Sustainable Development Goals (SDGs), constructing a new paradigm of five-dimensional coordination and closed-loop operation for civil society participation in global governance. It provides systemic solutions rooted in Eastern civilization to address prominent challenges such as current global development imbalance and fragmented governance.

The launch event brought together diverse representatives, including UN officials, former political leaders from various countries, interfaith leaders, international artists, public influence leaders from all sectors, entrepreneur representatives, and colleagues from international non-governmental organizations (NGOs). It fully reflected the collaborative concept of cross-sector civil society forces jointly participating in global sustainable development.

Global Sustainable Development Calls for Civil Society Forces to Fill Governance Gaps

In 2015, 193 UN member states jointly signed *Transforming Our World: The 2030 Agenda for Sustainable Development*, establishing 17 Sustainable Development Goals covering all-dimensional common human issues, including poverty eradication, quality education, climate action, and equitable development. Over the past decade and more, governments have continued to advance policy implementation, laying a solid foundation for humanity’s sustainable development. However, structural barriers such as intensifying geopolitical conflicts, widening global wealth disparity, escalating climate crisis, and fragmented global governance continue to impede the full implementation of the SDGs.

At present, governance forces at the level of a single sovereign state or government can no longer independently address complex global challenges. Diverse civil forces composed of civil society organizations, philanthropic institutions, industry forces, and cultural circles are becoming a key incremental force to fill shortcomings in global governance and bridge the global development gap. Against this backdrop, the Global Sustainable Development Alliance Foundation, together with the UN NGO New Future Foundation, conducted global research and refined a theoretical framework over several years, ultimately completing this important official document and officially releasing it globally at the official sub-forum of the UN High-level Political Forum.

Innovatively Building a Five Elements and Five Dimensions System: Eastern Wisdom Reconstructs the Underlying Logic of Global Governance

Unlike most previous global governance research reports focusing on government actors, this *White Paper*, for the first time, takes civil society forces as its core research perspective. It breakthroughly explores the classical philosophical core of traditional Chinese Five Elements—mutual generation and restraint, and the harmonious coexistence of all things—and innovatively establishes a standardized governance model in which five functional circles—Metal, Wood, Water, Fire, and Earth—operate in coordination. It connects the complete chain from theoretical architecture, implementation pathways, to long-term operation and global collaboration. This is the world’s first systematic and systematized practical framework summarizing civil forces’ participation in SDG implementation, marking that global sustainable development has officially entered a new collaborative stage of “government leadership + universal participation + social co-construction.” The five circles are not independent or separated; rather, they follow Five Elements logic to form a closed-loop symbiotic operating mechanism: wisdom and thought guide policy direction, authoritative policy empowers cultural dissemination, public opinion activates grassroots implementation, grassroots practice attracts capital injection, and industrial capital feeds back into civilization education—cycling repeatedly and mutually achieving one another. At the mechanism level, this resolves inherent pain points of traditional global governance models, such as single-dimensional advancement, short-term actions, and difficulty in long-term sustainability.

The *White Paper* modernizes and internationalizes traditional Chinese Five Elements concepts, dividing them into five functional circles that precisely match the UN’s 17 SDGs. The specific framework is as follows:

1. Wood · Wisdom Circle: centered on thought, education, and civilization dissemination, consolidating the spiritual foundation of global sustainable development; corresponds to SDGs related to quality education, mutual learning among civilizations, and eliminating prejudice.

2. Fire · Authority Circle: links political leaders and international institutions across countries, builds a new pattern of equal transnational co-governance, and promotes global policy coordination and implementation of multilateral cooperation mechanisms.

3. Metal · Culture Circle: gathers literary and artistic creators, media, and mass communication forces to build a global public opinion ecosystem for universal participation in sustainable development.

4. Earth · Implementation Circle: rooted in grassroots NGOs and community philanthropic organizations in various countries, opens the “last mile” of sustainable development action, covering poverty reduction, health, and inclusive livelihood.

5. Water · Capital Circle: links global industry and charitable capital, builds a long-term operating funding system for sustainable development, and ensures long-term stable operation of public welfare projects.

The five circles are not independent or separated; rather, they follow Five Elements logic to form a closed-loop symbiotic operating mechanism: wisdom and thought guide policy direction, authoritative policy empowers cultural dissemination, public opinion activates grassroots implementation, grassroots practice attracts capital injection, and industrial capital feeds back into civilization education—cycling repeatedly and mutually achieving one another. At the mechanism level, this resolves inherent pain points of traditional global governance models, such as single-dimensional advancement, short-term actions, and difficulty in long-term sustainability.

Defining Phased Implementation Pathways: Four Major Alliances Provide Standardized Collaborative Templates

On the basis of theoretical innovation, the *White Paper* clearly breaks down a phased implementation roadmap for the five circles corresponding to the 17 UN SDGs. In response to four structural obstacles in global governance—geopolitical boundary fragmentation, imbalanced global resource distribution, fragmentation of civil society organizations, and insufficient resource conversion efficiency—it proposes, one by one, practical solutions that are replicable, scalable, and suitable for global promotion. The report notes that currently hundreds of thousands of civil volunteer organizations and philanthropic institutions worldwide remain scattered and operating alone for a long time, generally lacking a unified action program and standardized collaboration mechanism, making it difficult to form an aggregation effect to promote SDG implementation. To this end, the *White Paper* officially launches four major global core special alliances:

1. Global Former Political Leaders Sustainable Development Advisory Alliance

2. Global Culture and Industry Leaders Sustainable Development Communication Alliance

3. Global Wealth and Philanthropy Sustainable Development Empowerment Alliance

4. Global NGO Peace and Sustainable Development Linkage Alliance

The four alliances cover civil society actors across politics, culture, industry, and public welfare. At the same time, the *White Paper* establishes a standardized long-term global operating mechanism, including unifying the consensus on Five Elements symbiosis thought, subdividing specialized action divisions by circle, opening cross-border global linkage channels, establishing an outcome quantitative evaluation system, and improving a unified alliance operating framework. It provides civil society organizations worldwide with a complete, standardized, low-threshold collaborative action template.

Simultaneously Launching Five Global Special Platforms to Promote Implementation of the Concept

This launch event was jointly initiated by five institutions: the Global Sustainable Development Alliance Foundation, the UN NGO New Future Foundation, the UN NGO World Peace Federation, the American Hotel and Real Estate Chamber of Commerce, and Yusu Heting Oriental Healing Hotel. It integrates diverse resources such as international platforms, cultural tourism industry, Oriental healing, and green ecology, and is committed to creating a new sustainable development ecosystem featuring universal health, mutual learning among civilizations, industry for good, and world peace. The event simultaneously launched five major global civil society sustainable development special platforms:

1. World Healing Hotel Alliance

2. World Green Gastronomy Organization

3. World Buddhist Affairs Committee

4. Committee for the Sustainable Development of the Intangible Cultural Heritage of Humanity

5. Global Sustainable Development Alliance Foundation Trendy Toy Professional Committee

The five platforms intervene from five dimensions to promote all-round, all-people, and global implementation of the UN 2030 SDGs.

Industry Recognition of the White Paper’s Dual Epoch-Making Value

Authoritative experts in the industry commented that this *White Paper* has dual epoch-making value: at the theoretical level, it is the world’s first official document that systematically adapts the traditional Chinese Five Elements symbiosis philosophy to a modern global governance system, breaking the long-standing monopoly of Western single governance theories and creating a new paradigm of global governance research through cross-civilization integration; at the practical level, the document breaks out of the inherent thinking framework of “single government dominance,” fully affirms the irreplaceable governance value of civil society, and provides an action framework for developing countries and small and medium-sized philanthropic organizations to participate equally in global sustainable development, helping to bridge the North-South development imbalance and dissolve barriers between different civilizations.

Zhang Qihua, compiler and Chairman of the Global Sustainable Development Alliance Foundation, said at the launch: “Today’s world is full of division and confrontation, while Chinese civilization has upheld the core pursuit of ‘all things coexisting and all people flourishing together’ for thousands of years. The essence of the Five Elements’ mutual generation and endless cycle is balance, inclusiveness, coordination, and win-win. We hope that through this White Paper, Eastern wisdom of harmony will move toward the world, connect hundreds of millions of civil forces, regardless of country, race, or class, to jointly advance the implementation of the 2030 Sustainable Development Agenda and build a community with a shared future for mankind that enjoys lasting peace, universal security, common prosperity, and is open, inclusive, clean, and beautiful. Sustainable development is not only policy indicators, but also the goodness of people’s hearts, society moving toward the better, civilizations integrating, and world peace.”

Omnichannel Public Promotion Continues to Drive Global Implementation

According to the organizers, the *White Paper* was globally launched at the UN Headquarters in New York and will be simultaneously made public through all channels of mainstream media at home and abroad. Multilingual editions will be launched simultaneously, continuously promoting the Five Elements symbiosis civil collaborative governance model in Asia, Europe, Africa, Latin America, and other countries.

In the future, the Global Sustainable Development Alliance Foundation and the UN NGO New Future Foundation will rely on the four major global special alliances to continuously link civil forces across the five global circles, implement regional and country-specific sustainable development cooperation projects, and practice the long-term vision of “using the way of Five Elements symbiosis to build the foundation for shared prosperity of all peoples worldwide.” Relying on the UN HLPF high-end multilateral platform, they will lead direction with an international perspective, unite hearts with the great love of civilization, popularize concepts with public power, solidify implementation with real industry, and continuously link through a global network, driving more industries, more groups, more young people, and more ordinary citizens to participate in global sustainable development, continuously helping world peace and development, jointly building a healthy, inclusive, and sustainable common future for humanity, allowing the dividends of sustainable development to benefit billions of people worldwide, and leaving a lasting action legacy for the sustainable development of all humanity.
